Spectra's library problem is highly overrated. The Rafale is capable of analysing enemy radar signals itself and updating its library. The Americans realised this during the red flag exercises and instructed their aircraft to use only the training modes when a Rafale was present.
In real combat with aircraft using unknown radar modes, it is likely that these modes would be detected at long range, analysed by SPECTRA, for intelligent use at shorter range.
