Taliban Cannot Access Afghanistan's Reserves: Central Bank Chief​

Despite its swift takeover of the government in Afghanistan, the Taliban will not have access to most of the nation's cash and gold stocks, the central bank chief said Wednesday.

The Da Afghanistan Bank (DAB) had around $9 billion in reserves, but most of that is held in banks overseas, out of reach of the Taliban, DAB governor Ajmal Ahmady said on Twitter.

"As per international standards, most assets are held in safe, liquid assets such as Treasuries and gold," said Ahmady, who fled the country on Sunday, fearing for his safety as the Taliban swept into the capital.

A US administration official told AFP on Monday that "any central bank assets the Afghan government have in the United States will not be made available to the Taliban."

Ahmady said the US Federal Reserve holds $7 billion of the country's reserves, including $1.2 billion in gold, while the rest is held in international accounts including the Basel-based Bank for International Settlements.

Amid reports the Taliban were quizzing central bank staff on the location of the assets, he said, "If this is true -- it is clear they urgently need to add an economist on their team."

He repeated that Washington on Friday cut off cash shipments to the country as the security situation deteriorated, which may have fueled reports the Taliban stole the reserves since the country's banks could not return dollars to account holders.

"Please note that in no way were Afghanistan's international reserves ever compromised," and are held in accounts that are "easily audited," Ahmady said.

No SDRs for Kabul?

In addition to freezing assets, the United States could also block aid to Afghanistan from multilateral lenders like the IMF and World Bank, as it has with other regimes it does not recognize, such as Venezuela.

The IMF is set to distribute 650 billion in Special Drawing Rights (SDR) on August 23 to all eligible members, of which Afghanistan's share was valued at about $340 million, Ahmady said.

"Not sure if that allocation will now proceed with respect to Afghanistan," he tweeted.

The IMF has not responded to AFP's request for comment on the country's status.

However, a person familiar with the process said the management of the Washington-based crisis lender believes aid could be halted if a critical mass of member governments fail to recognize the new regime.

But there is still significant uncertainty about the status.

The IMF in June released the latest installment of a $370 million loan to Afghanistan approved in November to help support the economy amid the Covid-19 pandemic.

The World Bank has more than two dozen development projects ongoing in the country and has provided $5.3 billion since 2002, mostly in grants.

Meanwhile, Western Union announced Wednesday it was temporarily cutting off wire transfers to the country -- another vital source of cash for the people.

Chanakaya says never keep good relations with your neighbours otherwise you won't be able to take their territory. India follows this but half.

Going by your argument, it's much more likely that the intelligence and military are not on board with our economists.

If you are 6 times the size in population, 10 times in economy and god knows how many times in military might and opponent is still able to prevent you from punishing it while supporting every single possible insurgency on you, taking out your fighters then in a long run it is more successful than you are. Leadership etc are reason but it does not discount the fact that they are able to dictate terms on an enemy 10x bigger than them. Thats called punching about your weight. India always punches below its weight and misses them constantly. It squanders away strategic gains in every treaty signed.

And no, India has not altered the equation in Kashmir permanently till it significantly changes the demography of the region. Pakistan did that in PoK and GB. India has not till date. Not to mention, India started back channel diplomacy with Pakistan as soon as a little heat from China came up.

BTW, Pakistan is NOT 7 feet person, it is a 3 feet midget that bring a 10 feet giant to its feets. And thats an achievement.

People in Afghanistan want asylum in UK, USA, and all developed nation, ask if they want to go to pakistan or India :D . More than that it's nothing. May be US was not ready for this, that suddenly people will come out and demand refuge, like in syria.
Seems US has been able to bribe Taliban leadership with lavishness in Qatar. Things will be clear in few months.
 
Now the US and other allied countries will be in the blind spot of the Taliban, They will do the same thing to disturb the Taliban govt by proxies ... democratic protest, or by freezing the fund.
 
India just made Indian Kashmir as Indian Kashmir and Pakistan took whole Afghanistan. They are actually doers and Indians are good talkers. Now the questions is how long it is till Taliban starts late 90's . How long will they obey the deals and whatever has been agreed upon in Qatar.

Regardless, the US selfishly getting out of Afghanistan benefits them, since they will leave another large area in turmoil which their main adversaries will waste time and resources in fixing.

We shouldn't say anything about the US here since we also didn't do anything to stop this...But people need to understand now Taliban leaders cant hide in mountains anymore they have to come out in front... maybe they will be soft targets for other parties . Only time will tell

India interfering in Afghanistan would mean falling under pressure from Russia and China. We can't handle that right now, particularly Russia.

Interestingly, both Biden and Trump are on the same page regarding Afghanistan, so they are only taking care of their own interests. Nothing special about the US abandoning an ally if it serves their interests after all.

As for Afghanistan, as it always has, all answers lie in Pakistan. As long as Pakistan continues to exist in its current state, Afghanistan will always be a tinderbox of unrest. This fact will never change.

As for Afghanistan, as it always has, all answers lie in Pakistan. As long as Pakistan continues to exist in its current state, Afghanistan will always be a tinderbox of unrest. This fact will never change.
And its good for us. More it remains a tinderbox, better for us to buy hands to work in KPK and Balochistan.

Let me guess, the corrupt, worthless, incompetent leaders and divisive politicians are found in India exclusively? I mean for damn's sake Pakistan had back to back corrupt and incompetent governments.

Covert interfering, we have been doing that for decades. It's overt interference that we can't do. Apart from the obvious geographical disadvantage, we can't send troops and hold territory. Others won't accept it. And it won't take long for Russia and China to force Iran to cut off India's access to Afghanistan.

And its good for us. More it remains a tinderbox, better for us to buy hands to work in KPK and Balochistan.

And we relied on the US to do that. Now, with the US gone, we need to rely on Russia and Iran again. But China significantly changes the equation with their BRI and their new-found influence in Iran.
