Frankly I prefer we go in with the KC-390 but this shouldn't merely be a ToT agreement . Instead we ought to explore a road map & PPP to buy stake within EMBRAER with a view to take over using this deal as a starting point . Having said that , apart from ToT & setting up a mfg unit here , we need to explore exports but before that we need to see whether this can fill in the role for civilian usage that we envisaged in the RTA / MTA program .

Otherwise we might as well go in for the C-130J . As a via media it'd help if we were to look into the ones RAF is getting rid off . They've plenty of service life left in them , we could strike a good bargain & we can get them immediately . Then our babudom can go on discussing this project for another 4-5 yrs . But given the general aversion for used products I doubt the IAF is interested .

This tendering will end up with single vendor situation & will collapse without signing the deal. Another p75I is cooking i fear.

Only two aircraft is meeting the payload capacity of 30 T, ie A400 & Kawacaki c2. Japanese are known for its reluctance in the arena foreign military cooperation wil not bid(unless some miracle happens ). So basically only A400 will be left out. AFAIK if single vendor situation arrives, the deal will collapse due to restrictions from our system of procurement .

KC-390,C130,A400 will bid for the tender, Russians will as usual offer some imaginary aircraft design project. KC390,C130 & Russians will not made in to final list. The only way to save this tendering process is either Japanese should bid with C2 or Ukrain should come with its shelved product AN70, Both situations are highly unlikely to happen.
 
Someone at NSA office, take a suitcase of say 100 million dollars and buy the remaining Antonov blue prints, test equipment, machine tools and any engineers available. Ship them to Bengaluru .

Set up a Special Purpose Vehicle headed by HAL and including other important private sector players.

Try to seek a foreign OEM as a technical consultant.

If the IAF is looking for around 60-80 aircrafts then it is safe to assume that the new MTA will also be the replacement for the Il-76s. 60-80 is a very big number and every company will try its best to grab the deal. A400M definitely looks like a safe bet when we are talking about Il-76 replacement.

Ht and width of K 390 is more than C130j

I dont know,How much of it is needed to fit in our requirements.

To transport kestrel, baba kalyani M4, ATAGS and other assets of ours.

If both satisfy our requirements, I would choose C130J for the fact that C130J is more versatile.

It can fly low with FLIR cameras and conduct behind the enemy line stealth missions at night..

USA will update regularly , we can benefit from that. I doubt anyother could afford to upgrade as often as USA.

We could use many advantages from a platform which are built in more numbers and used worldover.. ( men & materials in case of need)

In all likelihood, US will replace these with transport drones. They've already started experimenting with it's usage in a big way.

I have one doubt. In the RFI, Air Force states that the required capacity is 18-30 tons. So, if it is less than 18 or more than 30 so it won't qualify. If that is the case then only contenders will be C-130J, Il-276 and C-390.

This looks bogus but I have the same doubt regarding the weight limitation like if it is 30 tons then will the IAF allow the aircraft having more than 30 tons capacity to participate.
