Why is this surprising? If it's a lone gunman there are no communications or group activity to give his intent away. This is also the case with school shootings and other mass shooting incidents. It's not a suspicious circumstance.

If they'd said, "gunshots," but they weren't gunshots, where does that leave them? And seriously, you can criticise? Remember when Russia shot down their own jet over Sevastopol and The Hindustan Times YT channel showed the clip of it and claimed 3 Ukrainian aircraft shot down with just that clip as evidence.
