If tanks are $3m, they've lost >$3bn in tanks alone in Ukraine. Say the average jet cost is $30m, that's another $6bn. Then helis, artillery, MLRS etc. This is 10 weeks, there are 52 weeks in a year.Spending money on the military depends on the priority. They have enough money to spend, even double it. Also, Russian stuff is not expensive. Assuming a T-14 costs $3M, 4000 of them would cost $12B. Assuming 500 a year, that's $1.5B. Assuming 250 Su-57s at $40M each, that's $10B. At 40 a year, that's $1.6B. So it's not really as much as you think it is. Their yearly $30B modernisation budget more than caters to their needs.
And no, their losses are practically free, all paid for by the SU. They have only paid the upgrade costs for those, and that's basically like a few hundred thousand each, and they have many times that in storage. The war is really cheap for the Russians when it comes to materials.
