Let's see what I can make out of it.
It is definitely a land launched vehicle mounted missile. Going by the size of the launcher I'd say it would be mounted on a 8x8 truck. Land launched missiles can be ballistic missiles, cruise missiles, air defence missiles, rocket artillery etc. Going by the size of it, its definitely not a ballistic missile. Rocket artillery launchers usually carry multiple rounds, Pinaka launchers for instance carries 12 rounds. This one carries only 4 rounds, that would mean that the missile it carries is not a mass deployment dumb munition. It is a precise and expensive round built for a specialised role.
Maybe the Indian counterpart to the MGM-140 ATACMS. The only missile in service today that uses a 4 round launcher is the Spyder AD system.
The only AD system we have under development that would need a similar launcher would be the DRDO XR-SAM, the payload capacity seems a bit unjustified. 4 tons of payload capacity for 4 missiles, approximately 1 ton per missile. What kind of an AD missile has that kind of weight ?

Now this is the Short Range(SR) version, suggesting there maybe a MR and LR versions. This would fit in perfectly with our need for modern missile in the Coastal Defence scene. We are still using the ancient Soviet Styx missiles for Coastal Defence, if I am not wrong and need for modern cruise missile has been long felt.
