If this 130kn engine is slated to be tested in Su 30 mki makes sense of requesting Su 30mki as test bed.

It's a test facility not for production. The facility is designed for an upper limit of 130 Kn. Thus tender document was named as such.

They likely have too much wear and tear, would need a lot of investment to modernize, even for testbed status. The il-76s are due to be retired soonish right? Just use those. There is plenty of precedent for them in that role and because there is still production getting spares won't be an issue.
Not really, IL-76 also need very costly modernization and it's notoriously hard to maintain unlike a civilian aircraft.

ILs are suppose to be MLUed, meaning no plans to retire soon.

Not feasible. Won't happen due to variety of rules & engagements with OEM, ownership etc. Insurance cover, collateral for such asset & overall approval related entanglement to convert it fit for mil service, any consultancy firm who would draw up the feasibility study inspection would suggest a big no in their report.

After Covid a lot of A340s have been retired early.

They are best. Easily available, overhauled, supported and cheaper to operate.

This is the arrangement we are going to see inside the full-sized Ghatak UCAV.

The gas turbine starter unit will be a modified variant of the HAL GTSU-110 Mk2. The GTSU-100 was originally made by HAL to be used with the GE F404 & F414.

LCA's Aircraft Mounted Accessory Gear Box (AMAGB), designed by CVRDE & manufactured by HAL, is also being modified to be mated with the dry Kaveri.

Meanwhile, the dry engine is being tested with vibration transducers/accelerometers. These tests are done to measure the vibrations levels at various mounting points of the engine. This helps the manufacturer to determine which components are likely to fail & by what time. Accordingly, the maintenance schedules & regular checks are recommended by the manufacturer to the user.

The dry Kaveri engine & all of its associated systems have almost completed development & testing.

Propulsion & onboard power systems are clear. We can move to full stage prototype for the Ghatak only after the aerodynamic characteristics & control laws are reasonably proven with the SWiFT.
