If it's cost is comparable to SPYDER and its limited to only one System placed around vvip areas in Delhi, and it helps keep US quite for more deals with Russia, then maybe, maybe fine... But still not convinced.

I feel it's the opposite.
Exemption from Caatsa , will lead to more US deals .. and COMCASA

The Indian Ministry of Defence says that in the last three financial years (2015-16 to 2017-18), '58 contracts worth about Rs 1,17,656 Crore were signed with foreign vendors for the procurement of defence capital equipment for Defence Forces'.

And in the last four financial years i.e. from 2014-15 to 2017-18, 128 contracts worth about Rs. 1,19,000 Crore have been signed with Indian vendors for capital procurement of defence equipment, according to India's Ministry of Defence.

First India is not Iraq or Argentina, and we are not waging war against the British or the Americans.
Our conflicts in all reality in the western theater would be of Air Domination, and in the east of containment. In either case we are not looking at India being wiped off the map, and after a War if anything defense spendings go up.
Which sane manufacturer would want to jeopardize on of the biggest customers it will have in the next century for supporting a Pakistan or a China.
I saw a couple of quips about Russian equipment, when has equipment been deliberately sabotaged by Russians in the past? Please show me on instance, same applies to the french, brits, or other euro equipment.

Next comes to procurement of equipment, Design Failure mode analysis is extensively carried out on frontline systems and tested before implementation, that is one of the reason you see so many Indian subsystems being installed into brand new system that are bought, they are there either to alleviate operational or design risks.

When you buy a Mirage 2000 and performs exceptionally in combat, guess what happens? > a mega deal for equivalent or better platform ensues.

Similarly when a Mig27 Conks out in combat , pretty soon it falls from the grace of the operator, and sees hurdles for repeat orders of equivalent or better platform.

Just under-performance is death of further business avenues, guess what would happen when there is connivance?
You are partially right, we do look to have taken some amount of precautions and introspection when we buy foreign equipment. This indirectly leads to thinking that we are smarter than them and are avoiding all the pit falls.

A good example is denial of GPS access during kargil war, the war was certainly not fought against western countries but still then we were denied the advantage of using it. As such the thinking that they have no beef with us hence will not indulge in obstruction or sabotage is not right.

Second thing is the EUM (End user monitoring) imposed on US on all FMS (foreign military sales). They simply get to decide what we do with the equipment we buy from them. Any modification to them requires approval from them. Design Failure analysis mode is great for identifying the parameters under which it will perform or fail, good for mechanical/totally autonomous systems. But with modern electronics there is lot more things that can be hidden from plain view. A good example is the AWACS/drones that are deployed in open skies and which can be prone to remote monitoring. These systems even if they are not sabotaged might certainly give out data which might help them monitor our activities.
In an era where knowledge is power it can certainly be used to degrade our fighting effectiveness.

Buying expensive foreign products and trying to retrofit substandard or newly developed Indian subsystems would probably have a steeper learning curve than going in for well defined joint ventures. Its like getting an Audi and swapping the engine and electronics from a Maruti.
Some times that amount of effort that goes into retrofitting is not worth it , it might well cost less to develop a new indigenous system itself.

That's roughly 43% local contract annually. That's better than the past, but we have to increase that number to atleast 70%. Again, I another sure whether they counted all licence produced weapons as 'Indian vendor'

Huge change from the 30% earlier.

The govt's aim was to switch to 40:60 in the favour of indigenous equipment, and we may or may not meet that target this year.

Our new DPP should take care of that.
 
Defence of Delhi and Mumbai from Pakistani nuclear missiles is of paramount consideration . It is Pakistani declared intent to attack Delhi whenever hostilities break out. Musharraf had said it ten years back that he will press a button in Rawalpindi and Delhi will cease to exist. He repeated it again about a month back on Indian TV channel interview. It is their clear intent to attack Delhi, if possible with nuclear weapons loaded on cruise or ballistic missiles.

All this planning in India about nuclear shield with Indian built nuclear missile is the first layer, second layer of Russian S-400 system and now we hear about third layer of Norwegian/US built NASAM system. Each of these are independently very capable but together these provide a high caliber, if not foolproof but as much close to it as possible defensive system.

When Pakistanis get aggressive and load up their tiny nuclear devices (that is what they have for their not so capable missiles) into their missile for attack, they at the back of their mind should know that chances of it being shot down are high, as much as 90% with three systems independently intercepting it. If their first nuclear attack fails, they cannot be given the second opportunity. They have to be attacked with full force including attacking all their known hiding places of the nuclear devices. That latter possibility should overweigh in their mind before they even begin to escalate it to nuclear level.

Hence our locally built nuclear shield, S-400 and NASAM are really peace makers. Any criticism of these systems or questions about waste of money for one or the other system are to be discouraged.
