Please go thru the comments section in the said article. It echoes what you posted minus the details you've added.This isn't a failed test. It was most likely an ASAT test with an electronically simulated target. And it's likely the second stage was not used to make the actual kill.

What they have going with Russia is a combination of "one-sided love" and "Friends with benifits". They also had this with the USA which is now their "Jaded love/hate".Amazing how Pakistanis always try to make Russia as their natural ally even when Russia always put them in their place.
