This isn't a failed test. It was most likely an ASAT test with an electronically simulated target. And it's likely the second stage was not used to make the actual kill.

"At that time, we had said that we are going to do two experiments, one with electronically simulated satellite trajectory and launching an interceptor against that to avoid debris in the environment. On the success of this, we had planned to do a test with the real satellite trajectory"; he had stated.
There was apparently a PDV test on the 12th.

Amazing how Pakistanis always try to make Russia as their natural ally even when Russia always put them in their place. The need for godfather after US left them is embedded deep inside Pakistani psyche, China is not enough to take solace when kicked by India, one more godfather is needed to feel secure.
What they have going with Russia is a combination of "one-sided love" and "Friends with benifits". They also had this with the USA which is now their "Jaded love/hate".
