Wasn't there a Supreme court judgement that said reservation cannot go for beyond 50 % seats ?
How does this not violate Article 15 of the constitution ?

Hon'ble SC is not law making body, if a legislature ignores their judgment or guidelines SC can struck down that law or choose to ignore it citing positive discrimination (Affirmative Action) in this case, in either case courts can't limit the law making power of legislature, their job is to check if the law is per constitution or against it. That's why SC (not parliament) is called guardian of constitution.

Article 15 or any other article like Freedom of bla bla bla are not absolute, they always leave room for state to intrude or limit the right as per the requirement of time to govern the state, absolute rights will make it almost impossible to govern with everyone petitioning state in court over some violation or other.

I don't think it's going to be as easy as that. Kashmir division has around 17% of the total area of the state and a population of 67 lakhs. Jammu division has around 26% of the total area and a population of 53 lakhs. Ladakh division has a population of approx 3 lakhs & 54% of the total area.

The delimitation exercise would be to ear mark seats for the ST in the Kashmir region namely the Gujjars, Bakerwals etc who comprise 10-12% of the valley's population and aren't involved in militancy.

Granted , population in itself isn't the sole determinant in de limitation exercises and the area also has a say in it. What shape will it take and the formula for such an exercise is still unknown.
