One soldier, three terrorists killed in Mohmand Agency

One Pakistani Army soldier embraced martyrdom on Thursday when terrorists fired at the Pakistani border post in Mohmand Agency, Inter-Services Public Relations (ISPR) said in a statement.

Pakistani troops effectively responded to the cross-border attack and killed three terrorists during an exchange of fire.

On April 15, at least two Frontier Corps (FC) personnel were martyred and 12 injured in a cross-border skirmish along the Pak-Afghan border late on Saturday night, said a statement by the ISPR.

Originating from Afghanistan’s Khost province, the attack targeted FC troops conducting routine surveillance near the Laka Teega check-post in Lower Kurram Agency.

According to the ISPR, the security officials have countered the attack while ensuring there were no civilian casualties.
 
SC lashes out at security agencies for failing to submit new report on Faizabad sit-in

Justice Qazi Faez Isa of the Supreme Court on Wednesday lashed out at security agencies for "failing to produce a new report" on last year's Faizabad sit-in.

After a weeks-long protest at the Faizabad interchange that had disrupted life in the capital, the government and protesters reached an army-brokered agreement in November 2017, in which the former had conceded to the latter's demands.

Justice Isa is part of a two-member SC bench, along with Justice Musheer Alam, which has been hearing a suo motu case regarding the use of abusive language during the sit-in and the difficulties caused to residents of the capital by the roadblocks placed by the agitators.

Justice Isa asked the deputy attorney general on Wednesday if the agencies had a report to submit.

The deputy attorney general told the bench that no such report has been furnished because the court had not passed any orders in this regard. To this, Justice Isa said that the security agencies should have submitted a new report when the court had expressed its dissatisfaction over the previous report on the same issue.

"Who is paying you? Who is paying the Inter-Services Intelligence? No one should consider themselves above the law," he said while addressing the deputy attorney general.

"The army did not establish this country and the state will not be ruled on the whims and wishes of anyone."


"Read history to know how Pakistan was established; Quaid-i-Azam was not surrounded by a brigade but a leadership willing to create Pakistan," he said.

Last month, the SC had rejected ISI's report on the Faizabad sit-in, calling it "unsatisfactory". "This report is deeply unsettling: it has been prepared by one of the premier agencies of the country, yet a journalist could have given more details [about the protests] than this report," Justice Isa had said after reviewing the document.


Justice Shaukat Aziz Siddiqui of the Islamabad High Court (IHC) also criticised the military on Wednesday, questioning its involvement in commercial activities.

He was hearing a petition demanding to make the Faizabad sit-in inquiry report public.

The court, during earlier hearings, had lashed out at the government as well as the army for the role assigned to the military "as the mediator" to end the sit-in. Justice Siddiqui had pointed out that the army chief instead of following the orders of the chief executive became a mediator. "Who is the army to adopt a mediator's role?" the judge had inquired. "Where does the law assign this role to a major general?"

On Wednesday, Justice Siddiqui remarked: "No army in the world is involved in commercial activities but our's is selling even cement, meat and bread."


"They want to earn as per a commercial model but want to be dealt with like an armed force," he said. Justice Siddiqui went on to say that people have been made mental, economic and moral slaves.
 
Foreign exchange: SBP's reserves continue to fall, now stand at $10.9b

KARACHI: Foreign exchange reserves held by the State Bank of Pakistan (SBP) continued to remain under pressure, shrinking 4.1% on a weekly basis, according to data released by the central bank on Thursday.

The fall marks the 19th successive week of decline, fuelling concern over Pakistan’s ability to meet future payment obligations and manage a bulging current account deficit.

On April 20, foreign currency reserves held by the central bank were recorded at $10,917 million, down $462.6 million or 4.1% compared to $11,379.6 million in the previous week.

Pakistan raised $2.5 billion in November 2017 by floating dollar-denominated sovereign bonds in the international market in a bid to shore up official reserves.

A few months ago, foreign currency reserves surged due to official inflows including $622 million from the Asian Development Bank (ADB) and $106 million from the World Bank.

Earlier, the SBP received $350 million under the Coalition Support Fund (CSF). In January, the SBP made a $500-million loan repayment to the State Administration of Foreign Exchange (SAFE), China.

Rupee weakens to over Rs119 against dollar in open market as panic buying continues

Pakistan plans to get $3 bn from China, launch $2.5 bn Eurobond

ISLAMABAD: In order to shore up the depleting foreign currency reserves, Pakistan plans to secure $2 to $3 billion from China as safe deposits and launching of sovereign Eurobond worth $2.5 billion for avoiding plunging into another balance of payment crisis in the next fiscal year 2018-19, The News has learnt.

Sources said that Pakistan has made formal requests to China and Saudi Arabia for bailing it out and there were strong expectations that China would respond positively by granting $2 to $3 billion. When balance of payment crisis erupts in any country, the door of the IMF is knocked as a last resort.

“We are expecting something even earlier and I cannot disclose beyond this,” a top official told The News. According to the budget 2018-19 documents, Pakistan plans to obtain over $10 billion equivalent to Rs1.118 trillion in shape of external loans and grants from all multilateral and bilateral creditors against revised estimates of Rs1.81 trillion.

Pakistan’s reliance on short term commercial borrowings from banks would continue to persist in the coming fiscal year as the government would secure over $3 billion from these commercial banks in the next fiscal year against revised estimates close to $4 billion in the outgoing financial year. In the budget in brief for 2018-19, the government envisaged to generate $2.5 billion through the Sukuk bond but in details of foreign resources estimates for 2018-19 showed that the government would generate this amount through sovereign bond. There is zero amount showed through the Sukuk bond. Pakistan has projected to get around $1.6 billion from the Asian Development Bank (ADB), China $900 million, commercial banks $3.5 billion, sovereign bond $2.5 billion, IBRD $200 million, IDA $700 million, Islamic Development Bank $1.1 billion and multimillion dollars from other avenues.

The sources said that the government has projected the current account deficit to the tune of $13 billion in the next budget and amortisation of loans would require $5 billion so the government would have to arrange financing of $18 billion in the next fiscal year. Now the disbursement of loans and grants has been projected at $10 billion and with the help of sovereign bond and Chinese deposits would fetch $4 billion in the next fiscal year. The remaining $4 billion will be generated through foreign direct investment (FDI).

The government has projected that remittances would fetch $21 billion in the next fiscal year 2018-19. All these projections need to be materialised otherwise the external sector vulnerabilities would force the incoming government to go back to the IMF, the sources said.

FC soldier shot dead in DI Khan

DERA ISMAIL KHAN:- A Frontier Constabulary (FC) personnel Muhammad Ramzan son of Allah Dad has been killed by unknown gunmen at Saturday midnight in his home, police said.

Muhammad Razan resident of Maddi area of Kulachi was serving in FC and came to his home on leave two days ago.

The police did not disclose the reason behind the incident and said that there was no enmity of the deceased.

The police registered the case and started investigation.

Hockey legend refuses offer to undergo heart transplant in Pakistan, insists on going to India

World Cup-winning field hockey goalkeeper Mansoor Ahmed on Monday refused the offer of having his heart transplant conducted in Pakistan.

"Pakistan does not have enough facilities, I want the transplant to be conducted in India," Ahmed said.

Ahmed was reportedly being offered a mechanical heart transplantation which, had he accepted, would have been the first time the procedure was to be conducted in Pakistan.

However, the hockey legend prefers more conventional and proven procedures, for which he believes undergoing a transplant in India would be his best bet.

Neelum-Jhelum, Tarbela, four projects no more functional

ISLAMABAD: The 969MW Neelum-Jhelum Hydropower project is no more functional, as Unit 4 that came on stream soon after inauguration by the prime minister on April 13 has stopped generating power.

The Unit 4 is designed to generate 242 megawatt power. The Tarbela-4 project of 1,410MW inaugurated by Prime Minister Shahid Khaqan Abbasi is also not generating power.

The chart of the National Power Control Cell (NPPC) available with The News showing generation by the power houses as of Sunday clearly shows that Neelum-Jhelum and Tarbela-4 projects are not feeding power to the national grid.

The power situation has worsened as the RLNG power plants of 3,600MW installed in the Punjab have been delayed further. Out of them, two projects — one at Haveli Bahadur Shah and another at Balluki — may come on stream by May 13, but authorities at the second floor of Bloc-A of Islamabad Secretariat are still not 100 percent sure in this regard.

The earlier commissioning date for the Haveli Bahadur Shah RLNG plant was April 15. Under the agreement, the COD (Commercial Operation Date) of both the projects was January 9, but so far these are not functional despite the lapse of over five months.

The National Insurance Company Limited (NICL) has already refused to provide reinsurance cover to these two projects of 2,460 MW saying the risk factor is on the higher side, as the plants had never been tested or tried anywhere in the world before, and the Chinese supporting equipment is also not up to the mark.

More importantly, the Chinese companies don’t bear a good record. “And if the projects are made functional and they face any kind of hindrance in the wake of any damage to the plant, then who will bear the loss? So it has been decided that CoD of both the projects will not be declared unless the reinsurance cover is attained,” Rashid Langrial, Chief Executive Officer of National Power Parks Management Company (NPPMC), told The News.

The NPPMC looks after the affairs of the two RLNG power plants. Langrial said under the directives of prime minister his organization had sought the NICL permission to arrange the reissuance cover from a private entity from the global market.

He claimed that he will take 10-12 days to get reinsurance cover after getting the NOC from the NICL. He also confirmed that the NPPMC had started imposing penalty of $1,200,000 per day on the contractor of both the projects ($600,000 per day penalty to each contractor).

The third RLNG project at Bhikki is also facing delay because of failure in synchronization and some vibration issues between the gas and steam turbines. The contractor of Bhikki plant is also facing the $600,000 per day penalty. Bhikki is in the testing phase.

This alarming situation has put the top leadership of government in trouble, as the holy month of Ramazan is just 17-18 days away with the mercury constantly on the rise. Two days after inauguration, the Unit 4 came to a halt, as the seal of the power turbine-4 had got burnt damaging the rotor. As a result, the Unit-4 is no more operational. The repair will take three months.

Officials at the site of projects told The News that the topmanagement of Wapda and Neelum-Jhelum Hydropower Company Limited had played a trick on the prime minister. They said the management was now running unit-3 of 242 MW on a tests basis to keep the higher authorities in dark about the unit-4 which is no more functional.

The premier also inaugurated Tarbela-4 extension but that too was generating zero electricity as of Sunday. Officials said the projects should have been inaugurated by the premier after completing the testing phases but the management of Wapda and NJHPNL wanted to get appreciation by showing the prime minister their performance.

A questionnaire was sent to the Wapda Chairman Lt Gen (R) Muzammil Hussain about the situation. The Wapda chairman however refused to accept the ongoing appalling situation saying that the questionnaire was mostly based on half-baked facts.

However, Chief Executive Officer of Neelum-Jhelum Hydropower project Brig (R) Muhammad Zareen avoided answering the question as to why the management of Wapda and NJHPCL had cheated the prime minister by inviting him to inaugurate the project when it was in the testing phase and had not achieved CoD.

He also did not answer the question if the unit-4 was currently not operating. However, Zareen said: “The generation plant is a very complex system of many components. Texting is done with loading the machine progressively (after synchronization with the national grid) to ascertain deficiencies, if any, and do the necessary adjustments which are spread over 4 week normally.

Unit 4 was synchronized on April 9 and on the inauguration day it was generating 121 MW and the PM was briefed accordingly. It is incorrect that the rotor was damaged and rubber ring was replaced on March 30. The plant has so far generated 726MW. The unit-3 was synchronized on April 22 and has gone through all tests by April 27. The contractor is compiling all test documents as per protocols for review by consultants on Monday and permission to begin reliability tests for 72 hours. Thereafter (CoD) commercial operation will commence. It has generated 764MW electricity hours.”

Why Interpol is refusing to arrest Pakistani absconder Hussain Haqqani?

ISLAMABAD - Interpol has dismissed Pakistan’s efforts to get the international organisation to issue a look out circular against the former ambassador to the US, Husain Haqqani, local media reported on Monday.

Pakistan’s Supreme Court wants Haqqani, who has been living in the US for the past few years, to return to the country and face charges of embezzlement and other crimes.

"The General Secretariat of the International Criminal Police Organisation, Interpol, hereby certifies that as of today (April 18, 2018), Husain Haqqani is not subject to an Interpol Blue Notice or diffusion and is not known in Interpol’s data basis," said a letter released by Interpol’s office of legal affairs.
