This was a rumor started by one person with a history of lying who saw the US was providing 150mil to Pakistan for F-16s, a deal that turned out to be for a monitoring missions of said Pakistani F-16s. This person conflagrated that deal as Pakistan getting new aircraft and upgrades to existing aircraft, and even missiles and air-defence radars and other sh*t, and basically like lies do, it snowballed to a point where now that person can't backout of the lie without looking like an *ss and throwing away their credibility so they're just rolling with it.
It's BS.
Or put another way; if the person claiming Pakistan was going to get new F-16s actually had non-public details about upcoming deals, they wouldn't be posting them on the internet would they? People in that position don't leak details for internet ego points.

My read of Rajnath Singh's statement is that the onus is now on Pakistan to not create the "circumstances" which would warrant a nuclear first strike by India..
Think about it, this is bigger better deterrent, it puts the onus completely on a rogue state, ensure that they nip even the talk of nuclear war in bud otherwise they will be evaporated before they can even begin.
Compare this to older policy, there Pakistan has breathing space and some revenge. They could kill thousands of Indians and then ask international community to stop it from escalation and after the grave pictures it won't be impossible if we are tightened by World to avoid more bloodshed and we are never able to use it.
