You can hardly call it playing to the gallery. BJP has other people who that a lot better. This statement was akin to what Dhirubhai used to call "Bichoo chordeya" ie. to throw a scorpion in the middle. For people who are the intended audience its a simple plain heads up that India is in for the long haul. Already Pindi boys will be thinking long and hard on how this will mess their plans.
Take this in the larger context. Statements like this are never made in vacuum. Did the govt pick something up and coolly sent a warning across? Its coming from Rajnath Singh not any regular blabber mouth.
