NFU is not good deterrence. It gives the control to your enemy. Ambiguity works best.

Lets say Indian PM says - There is no policy, nukes will be used on grave provocation or national danger and walks away.
10 different people will interpret it in 10 different ways. Leave those idiots across the border guessing rather than printing our red lines in bold and asking the enemy to test them.

So every international forum has rejected the Pak's plea. There diplomatic mission turn out to be an utter failure and humiliating. There economic 'sanctions' (if we can call it so) and downgrading the ties with Bharat also had no effect (on the contrary it strengthen our resolve) and lastly there bid to increase infiltration and CFVs to hurt us also back fired and burn them instead. Now Pakistani establishment is naked infront of its citizens for their failure to internationalise the issue, There is a rising resentment (which can turn anytime into a mutiny) among the soldiers because of the disowning of their killed soldiers by Pakistani establishment. Now there is two choice left to the Pakistan. Either attack Bharat militarily and get Pakistan segregated into 4 countries or continue the present course of event and face a Mutiny and civil war. No matter what they choose their destruction is now inevitable.

Their process is a bit different if they meet someone and casually ask, we are interested in Su-35. The whole country starts talking we are about to buy. They are not that well educated about the process, finances, etc. Khane peene ke to lale pade hain.

Scarred Pakistanis need some booster dosage to keep their bravado high. Therefore some of their leader need to remind that Pakistan is a nuclear power and their bombs are not for shabbe barat etc.
