If we accepted that a pilot was down the entire populace in the hostile region will be charged up and looking for him. Instead we give him a window of advantage by disclaiming he is down. During this period, if he is not caught, neither pakistan nor the populace in teh region will know for sure if they have POW in their midst, easing his effort to get back just a bit.
