By stop I don't mean zero, a very small number is as good as zero, it can be tackled.
Whole POK must be converted to war zone with daily pounding and strikes, drones, artillery and air strikes if needed be. One year of pounding like this and Pakistan will find it too hot to handle. It should have been done after Surgical strikes of 2016.
We need to bleed them economically virtually diverting their funds for development, frankly other than air strikes which makes them run more sorties and burn more cash nothing much will help.
I dont think artillery duels will bleed them much unless of course they go for higher cost shoulder fired missiles or guided arti shells which are more expensive. Problem with POK is it is not their economic bread basket , they are ok to convert it into warzone and then shed crocodile tears blaming India. They did the same thing on pak-afghan border during anti-terrorist operations virtually reducing the area to rubble. We need more covert actions but keep our mouth shut results should speak for themselves.
Pounding them hard will have both economic and human costs. PoJK is disputed for them so they can cry as much they want nobody's gonna listen. Action on IB may present India as aggressor but not in PoJK, that's why this location. India can do whatever it want without anyone even bothering.
Seems there is backdoor Deal between Indian govt and Pakistani army. Pakistan will continue to send low level infilterators and won't do anything in other parts of India and will mostly restrict to Kashmir and Punjab. India will not press too hard in Pakistani Punjab and Sindh. Both countries still have enough capability to bring back the scenario like in 90's but they going slow.
Or may be Pakistan is waiting for Modi to step down.

If those Kashmiris were so effective we wouldn't be having the Afghan & Punjabi mujahideen in the Valley in the 90's like Mast Gul , Ilyas Kashmiri, Masood Azhar etc . They weren't there to supplement the Kashmiri tanzeems like HM or JKLF, Al Badr, etc. They were there to replace them coz the Kashmiris were poor fighters & the JKLF's agenda didn't match that of Pindi.
The IA took it's time to get it's moorings and strategy right but by the end of the 90's what the deep state in Pindi thought was a ripe mango about to fall into their lap starting dimming. 9/11 & it's aftermath only confirmed their worst fears. Right now what you're doing in terms of supporting cross border terrorism , firefights on the LoC etc is more out of sheer force of habit not out of any conviction.

They will start the era of 90's then going after Indian civilians, Mumbai, Hyderabad, Jaipur, Patna etc. After a long time there is a peace in India. Other wise terror strikes were very common in India. This is one reason why you have to negotiate with Pakistan in the back stage. Let's hope there are no such situation which arise due to some faulty decisions.
