India didn't hit the dam nor any hydropower infrastructure. But you can hit the hills and cliffs around it causing a landslide into the containment triggering a mini tsunami damaging the gates. It's tough to pinpoint target a dam but easy to hit here and there around it. I think that's what happened. There was some news about a landslide due to artillery.
