It is something which is planned but sadly not for F4.2 perhaps F4.3? Or if you ask it as India specific development!I know that part, but is the article talking about this specifically or was there a traslation error, because AFAIK, this is primarily software and can be easily patched?
Anyway, this is a pretty important capability, and not just for detecting stealth aircraft. There's too much stealth everything coming up, like ships, tanks etc.

Sorry to say but this will be just imagination... Knowing uncle Sam I hardly doubt that they are even willing to sell us only aesa radar, let alone all the avionics... They know that airforce will not select f18 , and f21 is over after balakot.. so Americans are putting there best bet on f15 which again will be failure too (292 million $) ...Just imagine. F 15EX has the best aesa among all the competitors followed by typhoon and rafale.
The engine technology is not bad .
It has the highest external load capacity among all the planes including the su 35 and is faster than every other plane though agility might be shit.
The rcs claims go from 0.1-1 and 4 for full external load which is in the rafale/typhoon range of rcs. It has decent range.
The only problem being it makes our su 30 irrelevant and is way expensive.
