They can get jobs maintaining the statues. Visitors need food, so they can set up restaurants. They need transportation, so you can become cab drivers. Hotel, hotel staff, carpenters, plumbers etc. There is no limit to the avenues created for employment around the statue. And the govt churns a huge profit after all that. Real estate taxes, service taxes, GST, income tax due to formal employment etc.
Revenue generator.
There a about 60 to 80 odd Forts in Maharashtra, most of them governed by Maratha's at some point, and quite a few built by Shivaji and Sambhaji, and other kings and peshwas. Heritage sights with historical significance and not located in in some obscure tiny island (which by the way will not support any real-estate unless fishes are looking to buy) located in populated areas ,some along the most beautiful coastline and presenting immense opportunity to ,quadruple the tourism in Maharashtra, with multiple locations , multiple opportunities to spread the development across the board but Maharashtra government will build a 3000 cr project in middle of no where. To me it seems absolutely ridiculous.
The statue of liberty example is a bit of red herring, if statue of liberty was in fargo, I bet it would have very different revenues, Statue of Liberty makes what it makes, because it's located in New York, and New York isn't what it is today because of statue either. Just like the Gateway of India, get the amount of visitors it does is because it's in Mumbai, it wouldn't have gotten the same visitors if it was located in bilaspur.
