In addition, there are necessarily simultaneous strikes to benefit from the surprise effect, so there is a gigantic strike plan. So yeah, it looks like a dedicated ARM. No arguments there. The Rafale needs ARMs.
I suppose France has discovered the Russians have too many SAMs for just 200 Rafales. Makes sense. 120 batteries of S-400 would have at least 300+ radars. Then there are all those massive amounts of Pantsir, Tor and Buk TELARs. Bring in the S-300, 350 and 500, we get 2000-3000 radars. Not counting thousands of other types of radars. IADS for the win.
You can't plan complex missions every single time. If you want to destroy 30 long range SAM regiments, then you have to plan 30 complex missions with 100% success rate, which is impossible, not counting the multitude of support missions leading up to the final kill mission. 200 Rafales are far too less, so it makes sense to keep SAMs occupied with ARMs in certain situations, like recce missions, CAS, interdiction etc, where you don't have to go close to the SAM site yourself and you'd like to control what the SAM is shooting at to protect yourself. It also allows intelligence collection, including figuring out the quality of the SAM crew.
Rafale may not need an ARM to kill, but there will be other uses for it.

Sorry, I was talking as a frog..the mighty rafale is soo good, it doesn't need sead/dead ARM weapons. They infer that the indians are silly. The INCAS (Introduction de Nouvelles Capacités Spectra, introduction of new capabilities for Spectra) research programme had allowed new technologies to be tested for this new autonomous digital jammer. Although not part of F4, but still in the electronic warfare domain, the development of the Leurres Électroniques Actifs (LEA, active electronic decoys) is progressing well. Guilhem Reboul insisted “that the concept was truly promising. These LEAs will be ejected from modified Spirale chaff dispensers. They are a sort of small jammers conceived to seduce missiles away from the Rafale. They generate a signature that will prove more attractive to the missiles’ seekers than the aircraft itself.”
For its survival on the battlefield, the F-35 relies primarily on stealth while the Rafale’s survivability is based on a very advanced concept involving a combination of multispectral signature reduction measures, a robust electronic warfare / self-defence suite and the ability to fly at high speed and very low level using automatic terrain following. Moreover, with its 14 hardpoints, the Rafale offers an unmatched variety of loading options for weapons and other stores.
