MTCR is about missiles that carry a payload of at least 500 kg; the warhead of the SCALP-EG is below that limit at 450 kg.

Furthermore, MTCR does not have any binding power; it's purely voluntary. That's the kind of things that you can put aside when building a strategic partnership.

1. The purpose of these Guidelines is to limit the risks of proliferation of weapons of mass destruction (i.e. nuclear, chemical and biological weapons), by controlling transfers that could make a contribution to delivery systems (other than manned aircraft) for such weapons. [...]​

It is understood that the decision to transfer remains the sole and sovereign judgement of the Government.

Guidelines, not rules, that state that transfers are still allowed at the sovereign judgement of the government doing the transfer. Following the guidelines is not binding.

The SCALP-EG, by being below the 500 kg payload threshold, is a Category II item, by the way. All it takes is a promise India won't retrofit a nuclear, biological or chemical warhead on it.

Qatar to receive first Rafale fighters early for February

The Qatar Emiri Air Force (QEAF) is set to receive first recently purchased Dassault Rafale multirole fighters.

The new Rafale fighters have already painted in a full two-tone grey camouflage color scheme, and are expected to be delivered on 7 February to Qatar.

According to deputy commander of the QEAF, the first Qatari squadron will be deployed at Doha Air Base. Also noted that all oredered fighter aircraft will arrive in the emirate between 2019 and 2022.

Due to the spread of ISEs, the more Rafale Indians buy, the cheaper each Rafale will be for them.

How so? ISE is a 1 time payment and would have no relation to another Rafale procurement, unless the ISE changes (future upgrades, based on different requirements).

What is difference between the UPA and the BJP-negotiated Rafale deal?
Beyond the India-specific enhancements that were part of both deals, the BJP negotiated a special weapons package for the fighter jets. These included the Meteor beyond visual range air-to-air missile, the best in its class and the SCALP air-toground missile with a range of over 300 km. Besides, more updated communication systems are to be fitted onboard the new Rafale, which will require a change to the airframe itself as a new sensor will be attached. These enhancements require a recertification of the jets in terms of performance and air safety, a time consuming affair.

Nope, because neither UPA, nor NDA ever reached the stage in the MMRCA negotiations, to talk to MBDA about the weapons.
Secondly, the weapon pack, just as ISE is not negotiated by politicians, but based on IAFs operational requirements. So no matter if UPA or NDA were able to sign the MMRCA deal, the weapon pack and ISE would had been the same.
The only difference to the Rafale deal is, that because of the 3 year delay Dassault caused, Meteor now was integrated and available, the only real F3R upgrade IAF chose.
 
MTCR only concerns sales to countries unable to build an equivalent by themselves... (afaik)

I think MTCR applies to all countries that the US doesn't like. If the US likes you, then you can even run clandestine nuclear and ballistic missile programs and even run a black market for these systems.
 
If you refer to Israel, that's only because America is largely run by theocratic loonies who believe Israel is a necessary component of the ritual to summon the second coming of Christ.

Yea but it's not really a problem since Israel is Israel - the only democracy in the entire Middle East, one of the few rational actors (also aligned to US interests) in the region, and a responsible nuclear power. To my knowledge, Israel also hasn't proliferated nukes the way China did and Pakistan tried. America letting a country like Pakistan get away with nukes & missiles is a much bigger concern than the US relationship with Israel - even if part of that relationship's basis comes from Evangelical belief.

You may imagine India ordering 36 more Rafale F3R with indian specifis package (already paid) , with no more air bases accomodation (2 squad per base, classical), at less than 100 € millions each + some more spare parts and some more weapons.
The first indian pilots and technicians to train the newer ones.

They actually did, but it's no longer relevant since the country they proliferated it to has later abandoned and dismantled its nuclear weapon program.
