I don't think the writer really knows what $4 billion worth of arms would entail.
Reading between the lines, it seems the total amount of Rupee-equivalent currency offloaded from vostro accounts by buying engineering goods was $4 bn. Nothing to indicate it was all 'arms'.
Seems like a sensationalist title.
The designation could also be because of industrial equipment that is often classified as dual-use i.e. explosives for mining operations, and he applied that to the entire volumn of funds divested from those accounts.
Though it is true that certain Indian companies were supplying electronics that have strategic applications to Russia (which they were putting on their missiles), and got sanctioned for it, like Si2 Microsystems:

On the contrary, all these drones are guided, unlike the artillery. As regards failures, sometimes dumb shells also fail, as with DPRK rounds, and cause the artillery cannon to fail too.The effectiveness of FPV drones has been exaggerated because it's the only means of attack the Ukrainians have that's seen some success. And a static frontline helps pick targets much more easily, particularly stragglers.
