I don't think the writer really knows what $4 billion worth of arms would entail.

Reading between the lines, it seems the total amount of Rupee-equivalent currency offloaded from vostro accounts by buying engineering goods was $4 bn. Nothing to indicate it was all 'arms'.

Seems like a sensationalist title.

The designation could also be because of industrial equipment that is often classified as dual-use i.e. explosives for mining operations, and he applied that to the entire volumn of funds divested from those accounts.

Though it is true that certain Indian companies were supplying electronics that have strategic applications to Russia (which they were putting on their missiles), and got sanctioned for it, like Si2 Microsystems:

Unguided missing artillery shapes the battlefield largely by putting craters in it. Not massively useful.

Must be why Ukraine has been begging for more shells, while multiple countries are trying to increase production and supplying more to Ukraine.

There's a simple explanation. The Russians did not import anything, they simply decided to keep some of their contracted supplies supposed to be supplied to India via a buy-back scheme, and they are making payments for that. India imports $500M worth of spares and supplies from Russia every year, and the Russians have very likely decided to keep some of that for themselves.

As for that Si2 example, it's civilian or dual-use tech, not a military export. And I don't see the need for Russia to import ammo from India, they have a surplus.

In other news, Russia keeps getting caught on fire.

There's at least one refinery attack every night, which is very good. Reminder: the less refineries Russia have, the lesser its capacity to refine crude oil domestically is. With less refinement capacity, Russia has a choice between extracting less oil, or exporting more. Since extracting less would mean semi-permanent extraction capacity loss -- restarting a frozen well in the arctic circle is not easy without the help of Western oil companies -- the obvious less bad choice is exporting more. Which will lead to a decrease of Russian crude oil price, which will lead to a decrease of refined oil price for everyone outside of Russia.

It works when the enemy is out in the open but not when they are in trenches. Drones work all the time. Unguided artillery can slowly home in on a mine-disabled tank, drones can hit it whilst it's still moving or disabled.

The effectiveness of FPV drones has been exaggerated because it's the only means of attack the Ukrainians have that's seen some success. And a static frontline helps pick targets much more easily, particularly stragglers.

The reality is most of these drone attacks are failing. But they do a good job publicizing the few successes they manage to get.

On the contrary, all these drones are guided, unlike the artillery. As regards failures, sometimes dumb shells also fail, as with DPRK rounds, and cause the artillery cannon to fail too.

The next step will be when these drones have fully autonomous target recognition, then they won't even require an operator.
