If that is due to howitzer fire, then most probably Krasnapol shell. If i am not wrong, the current Excalibur is like JDAM, can target only fixed targets.
The Cold War didn't end that long ago for most, most were still alive during it, and it still heavily influences the background of the current situation. You don't understand what the term 'annexed' means. It means taking by force, illegally. If a country decides to join a particular group, that is not annexation. The EU did not annex France for instance, and neither did NATO. The same goes for Poland.

It's difficult to determine what exactly we're seeing in Russia, some are clearly military targets and may therefore be Ukrainian sabotage, others, like setting cars marked 'Z' on fire and shopping malls and recruitment offices are likely forms of domestic protest in a country where it's banned.
