In a post today, Ramzan Kadyrov criticized CGS Gerasimov and Central Military District Commander Lapin, who he blamed for the loss of Lyman. He accused Lapin of sending mobilized LNR forces to fight without enough ammunition and other support.
He said he warned Gerasimov about the issues but was assured Lapin had the situation under control and Russian forces wouldn't need to retreat. He suggests there is a deeper problem of senior officers being promoted due to nepotism instead of their leadership qualities.
He confirms Ukrainian intelligence's claim that Lapin was put in charge of the Western Military District/West grouping troops, and says that Lapin has been in Luhansk instead of commanding closer to Lyman while his staff moved to Starobilsk.
Ukrainian Defense Intelligence says that the commander of Russia's West grouping, Lieutenant General Roman Berdnikov, has been replaced by Center group commander Alexander Lapin. Berdinkov reportedly replaced Lieutenant General Andrey Sychevoy on Aug 26.

The Russian Rybar channel says it is unfair to blame Lapin for the loss of Lyman because he only recently took over this front. Instead they say Western Military District units (other than 20th CAA) were simply unprepared, particularly the 1st Tank Army.
It's not as straightforward, some are defending General Lapin, for instance, Voennyi Osvedomitel declares most of the mistakes were made before him, including losses in Kharkiv. The Western Military District was a joke only suitable for parades, and Lapin does not command it.

With liberation of Lyman, military reporter Rybar suggests an informational coup is happening in the Russian media space, which now comes from above rather than below, with Prigozhyn and Kadyrov expressing discontent about leadership. Dangerous words.
