He doesn't. 3,404 is the total number of civilians killed on both sides combined over 7 years, with 7-9k injured.
More than this have already been killed in since February, with >90% of them in Ukraine-held areas according to the UN.

As per Ukrainian claims, Russia has managed to use S300 battery as SSM with GPS equivalent navigation, though accuracy not great. In surface to surface mode missile goes upto approx 120 kilometres range, enough to target regional locations.S300?
Multiple Western military reporters have been releasing info on this alleged changes since last July I think.

It's no different than what Russia did in early days of war,they showered numerous cruise missiles up on Ukrain. It didn't serve the purpose.
