Different requirements. HAL one is optimized for high altitude. I don't think there is a navy version at all.
To pops & sweetie, here's reason why India'd never ask for the Lightnings nor would the US offer it, formally or informally. Linking it here coz you guys seem to think the Indian members in here are monotonal & biased against the Lightnings.

Just a quad launcher from bi, won't mind it in this case. In the process you learn stuff usually.
Tenders for these projects are currently active I think. For all the hate DRDO get they do have to handle a sheer number of task.
