He has mentioned , His reference is From the book ""Temples to Turbines An Adventure in Two Worlds"" by Dr VS Arunachalam, the then DRDO chief . If someone can buy and read that book , and tell us then we can know for sure .

He recalls, “Ustinov was angry with me for going on an independent route. He was furious but the interpreter was embarrassed and hesitant — he moderated Ustinov’s anger in his translations. Ustinov complained that we would end up flying a kite called the LCA , and said if I were working in the Soviet Union he would have immediately dismissed me. Venkataraman [Former President R. Venkataraman, who was defence minister at the time] retained an angelic smile all along saying nothing.”

DRDO being threatened all the time by foreign powers was normal. It's been happening since it was founded. I was referring to financial roadblocks in the LCA program. Funding was delayed, apart from being broke, the govt had pushed local development down the priority list 'cause the design wasn't ready and the TDs had problems. Plus we didn't have the technology for it, the FBW. There were numerous other reasons for the delays because finances are released upon reaching milestones. It's like claiming the F-35's full rate production is being delayed for political reasons.

But yeah, the Russians and Americans placed a lot of roadblocks when it came to developing indigenous tech. For most people involved on the Indian side, even the forces, it was always a humiliating experience. It's also why we prefer the tender route during acquisitions, the foreigners end up having to compete with each other rather than dictate terms to us. It's also one of the reasons why DRDO prefers to do things on its own wherever possible.
