But fear of getting attacked with mbrl or artillery shell will keep enemy in fear. More over , we have a very easy retaliation option in case of our civilian area is targeted. So Inspite of cities are not targeted, it will keep enemy in fear and work as a deterrence to safeguard our civilian areas.

Personally I never heard this, and a blind guess will be something like thermobarric device (non nuclear) or big hydrogen bombs (those actually don't make much sense from operational point of view, only works for propaganda, remember castle bravo - USA, Tsar Bomba - USSR).
