I find this logic missing when talking about LCA. Wonder why that is!
The Rafale is an operational aircraft, even without the requested improvements.

The Rafale is also a mature platform, the requested improvements will just be a matter of plugging in stuff and uploading soft. The Tejas isn't, as the design of the airframe is going to be changed, making upgrades more complex.

Finally, the price of the upgrades for the Rafale is already factored in the contract, whereas for the LCA it'll be extra.

I think the ball is mainly in the Indian field. What is the situation of ASTRA so far?

The problem is probably not integrating weapons (well not only. Fully integrating a weapon can be time consuming depending on envelope etc.). µIt is more about custom electronic equipments.
 
3 years if the shortest lead time to deliver, from Dassault, LM, Boeing..., a fighter.
India want new weapons on its plane : SPICE. A weapon completely new for Dassault. It need time to integrate a new weapon. And dassault always do things perfectly.

And unfortunately for India, you are the third export customer. Qatar already needs indigenization ! they ordered before you, they will be served before you.

India lacked a huge opportunity with MMRCA.....

You are contradicting yourself. If rafale is mature and its a matter of plug and play why cant they deliver in six years?

LCA is also an operational aircraft. Price is inclusive of extra. LCA mk1A is an improved version with addition features from FOC.
 
  • These India specific upgrades, ordered specifically on the request of the IAF, make the IAF Rafales more capable than what France operates.
  • Contrary to what some may believe, these 14 India specific enhancements are not the figment of anyones imagination. They were a component of what the UPA failed to negotiate and are now a part of what the IAF is getting.
  • There are some crucial differences and additions in the India specific upgrades which the IAF is getting now compared to what was being negotiated earlier. (More on this later).
  • Critically, talks on the cost of these India specific upgrades were primarily between the IAF and Dassault during the UPA regime and never progressed to conclusive cost negotiations between Dassault and HAL which was supposed to build Rafales in India.
  • The end result, its IMPOSSIBLE to compare the per-piece cost of the Rafales being acquired now and the Rafales being negotiated for earlier.
  • Besides a low band jammer, towed decoy system, upgraded engine, additional modes in the radar and higher resolution in the Front Sector Optronics, there are new details available.
  • The Rafale with India Specific upgrades has structural differences compared with what the French operate. This is to accommodate a new Israeli satellite communications system.
  • The confidentiality pact in this deal extends to Israel as well as France. Is Israel OK with sharing cost and other details of its equipment on the Rafale?
  • The helmet mounted sight on Rafale is Israeli but there is a significant upgrade involved in making this compatible with the Meteor and Scalp missiles being acquired.
  • Targeting and other symbology specific to these weapon systems is being integrated into this helmet mounted sight.
  • The changes demanded by India also involve significant changes to the “Modular Data Processing Unit” (MDPU) of the Rafale, a new generation mission computer.

If Razer or Logitech release a new mouse model next year, you'll be able to plug it in a three-year-old PC without issue. Plug-and-play; the platform doesn't need to be released along with its peripherals.

And again, if you missed it, you'll get all 36 birds in full Indian standard in 2022. Which means that they can deliver in six years, since it's actually exactly what they're going to do.

I must have missed when the LCA went through FOC. The most recent news articles I can find only mention that it inched a bit closer by managing to get certified for aerial refueling, but it's not there yet.

Meanwhile, the Rafale you'll get will be better, even before integrating the custom equipment, than the standards that were combat-proven in Afghanistan, Libya, Mali, Iraq and Syria, and participated in many international exercises on all continents. Kind of a big difference.

If thats the logic, all the Plug-and-play stuff are already in use elsewhere (Spice/HMD/lightning). Why not just plug into the 'matured' aircraft?

Have you heard about and 45sqd ? It is operational that's why its called IOC (Initial operational clearance ) standard. FOC is just a milestone next would be Mk1A. FOC aircrafts will take 2 more years to form a squadron does that mean IOC aircrafts are useless ? No.
 
Immediate relevant strategic importance of 36 aircraft? (Assuming MMRCA 2.0 will take India standard time to go through)
