Yes, its the fault of the customer.3 years if the shortest lead time to deliver, from Dassault, LM, Boeing..., a fighter.
India want new weapons on its plane : SPICE. A weapon completely new for Dassault. It need time to integrate a new weapon. And dassault always do things perfectly.
And unfortunately for India, you are the third export customer. Qatar already needs indigenization ! they ordered before you, they will be served before you.

The Rafale is also a mature platform, the requested improvements will just be a matter of plugging in stuff and uploading soft. The Tejas isn't, as the design of the airframe is going to be changed, making upgrades more complex.
Finally, the price of the upgrades for the Rafale is already factored in the contract, whereas for the LCA it'll be extra.

I must have missed when the LCA went through FOC. The most recent news articles I can find only mention that it inched a bit closer by managing to get certified for aerial refueling, but it's not there yet.LCA is also an operational aircraft. Have you heard about and 45sqd ? It is operational that's why its called IOC (Initial operational clearance ) standard. FOC is just a milestone next would be Mk1A.
