There was some collateral damage but most of the killing was by Sunni and Shia militant groups and Al Quaeda and ISIS. They paid to rebuild the country over and over. Saddam Hussein killed 300,000 Iraqis directly (182,000 in the Anfal gas attack alone) and 600,000 more were killed in the Iran-Iraq War. Hence why his own people tried and hunger him under a democratically elected government. What mechanism did the rest of the world offer to stop Saddam Hussein from doing this?
