there is no such thing called leaking, it is deliberate. They simply want to force china to react then negotiate and accede to their demands.
Some time back they even dangled removing of import duty on chinese goods but that dint work out. Problem with US is that they have overplayed their hand and they are running out of options or they are getting extreme day by day.

ferries can be shelled very easily, especially when being loaded/unloaded, ditto for planes during loading/unloading.
