There's still the option for 3 additional ones to be exercised. Moreover, if the SMX Ocean is chosen for the Project 75 I & there's a good chance it may be, it'd go against the face of all that you're arguing for out here.Because if Scorpene is chosen, then only MDL will build it. We need a second line of submarines, which will never happen with Scorpene. Not to mention, the entire idea behind Strategic Partnership is to give contracts to the private industry.
Also, even if the fleet is small, we still cannot put all our eggs in the same basket when stuff is imported, it leads to unpleasant situations in the future when we have to negotiate for upgrades. Monopolies are very bad for a country the size of India.

For another, if the SMX Ocean is chosen, given certain commonalities with the Scorpene and the massive infrastructure created at MDL, it'd make sense for the GoI to go in with the MDL particularly so as to make up for fast replacements of the Kilos and the HDW subs inevitable in the 2030's, something which would be time consuming if this project were awarded to the Pvt Sector - the goal of MoD in keeping with Make in India ( MiI) & creation of an alternative to the PSU's.
Of course, the project could also be split between a PSU & the Pvt Sector, which I suspect is what's going to happen. This move would make more sense if the total procurement under Project -75I would be 12 subs - another likelihood.
