That is why, we have extreme compartmentalisation with most of the top leadership not aware of 'sensitive' information, which may be made available to PM on emergent requirement and not informed in routine or even as a executive brief.


There are lot of red herrings and lot of truth to it. The Technical Services Division under Gen Vk Singh was nothing new. Military Intelligence keeps tabs. But the beauty of the Indian Democracy is that Armed Forces do not have the mandate to intervene in political affairs, a policy well tested and correctly adhered to.

Recall the invite of Indira Gandhi to COAS to take over during emergency. She would have played the victim then :D

What I am saying is that accept that the system is penetrated by vested interests. Also understand that all do not become proxy to these interests, merely use them to promote their interests.
I too seriously doubt that Modi and BJP is getting funds from USA. While Russia backs congress at all levels.

In what sense? Indigenous manufacturing is everything. Pakistan doesn't have enough Uranium, doesn't make helicopters, trucks, tanks, 3rd generation ATGM like NAG, doesn't have SAMs, doesn't have BVR, radars, Sonars, satellites and so on. They may be importing some items here and there but if India begins indigenous manufacturing, there is no stopping it.

India is on its own. Congress, after the fall of Soviets, went under USA control. Nambi Narayan case sabotage of Cryogenic engine, Vajpayee govt collapse in 1999, Sonia Gandhi being installed, Lalu Yadav and cronies collapsing stonewalling BJP govt in 1996 etc were USA's deeds. The signing of Nuclear deal was also by US directiv. It was stated that the deal was a first step to non-proliferation. India had enough coal for hundreds of years and there was no need to convert a measly 3GW (3%) energy into imported Uranium under IAEA safeguards. Indian nuclear plants were almost all designed in PHWR for plutonium generation (except for a few reactors). The nuclear deal was a big antinational move.

We should also not forget USA denying Visa to Modi by singling him out. It also shows whom the USA prefers.

The way things are going, I see more rafale orders as I suspect the rafale deal was for obtaining Kaveri consultancy. India has asked for infrastructure of more than 36 planes while order is for 36 planes only. It appears that India has put a condition that only after Kaveri engine is delivered, the next batch will be ordered. This will be as a payment for Kaveri help, not because Rafales are awesome.

The MALE RFP is part 1 of the actual requirement.

IA MALE Categories are
  • The first category should have an endurance of 25hr and should be controllable on LOS range up to 250 km as well through satellite up to 1000 km.
  • In the second category, an endurance of 10hr and range 250km at LOS is needed.
  • Both categories should have multi-payload capability.
  • Army artillery needs two categories of MALE UAVs for EO/IR, Elint, Commint, SAR roles
  • The second category will go for Rustom/Tapas
  • First category will have a fight out with Hermes 900
IN MALE requirements are
  • MALE UAVs for coastal surveillance up 150nm from the coastline in all weather conditions.
  • 37 nos of such UAVs are required
IAF had not specified the new MALE requirement. May change it based on MII prospects.

All three services have searcher Mk2, heron and heron Tp divided among themselves

For MALE program
  1. Elbit Advanced Systems - manufacture of the Hermes 900 MALE had offered a MII project
  2. This UAV is already in service with Israelis armed forces.
  3. The joint venture will carry out assembly, integration and testing of the UAVs at Mundra, Gujarat which has hangers and airfield other facilities already available for this purpose.
  4. The aim of the project is to meet IA requirements and exports.

For Mini UAVS
  1. Tata Advanced systems is building its own mini UAS project
  2. The aim is to meet Army Infantry’s mini-UAV requirements
  3. The system has been indigenously designed and have sub-systems like autopilot, ground control station and gimbal stabilization.
  4. The system is capable of all terrain operations on 24/7 basis and has features like autonomous mission control and target tracking low noise and has rugged ground control station.

HALE
In HALE category needs are distributed among IN and IAF

IN
  • Indian Navy to carry out surveillance of the Choke points such as Gulf of Aden, Mozambique, and entrance to the Malacca Strait.
  • The first Lot of 22 Guardian B is ordered for that role.
  • IN wants to arm a lot of HALE with ASW capabilities as well as some NG PGMs
  • Eventually, the fleet is expected to grow to 6 squadrons over time. (66-80 drones)
IAF
  • IAF needs of HALE for an approximate 100-120 in nos for a 10 squadron force including reserves
  • Its choice is Predator C Avenger NG Multi-mission drone
  • MTOW of 8200kgs, Length 13m, Wingspan 20m, the Internal payload of 1600 kgs and external 2950 kgs.
  • Primarily will be armed with PGMs. DRDO is tasked for a 1000 KG NG-PGM development as well MKI/Mirage/Rafale/LCA fleet. This homegrown NG- PGM will be deployed in Avengers as well as Naval drones in future, Initially it will be armed with American Munitions only.
  • Presently a file of 40 Predator C Avenger NG Drone is with POTUS for confirmation.
  • It's expected that once we formally sign Guardian drones, this will follow next.
  • Plan is to allow General Atomics identify a local partner for a MII program for Maintenance terms of technology followed by assembling partially few of the later fresh orders.
Also, IN also wants Unmanned Rotary UAV in 2-tonne class. That's a separate program beyond all this.
 
HAL is far from ready to churn out the numbers required. That remains a fact. Until and unless an indigenous engine is available, forget about it.

There are things we need not discuss here. But suffice to say, several critical issues remain with HAL-DRDO products.
I am sure by 2023-2024 they will be ready enough to churn out big nos and take the production further up from 83mk1a. By then indigenous Kaveri with safran help might just be ready.

Kaveri has been progressing well and dry thrust of 52kN was achieved in 2011 itself. There has been last mile problems in screeching etc in high altitude tests and that are being ironed out. By 2019, the Kaveri is likely to be ready

  • All this is FREE OF COST and is being offered for the deep India France Relationship
  • This follows with earlier offer of Rafale M for SBTF test
The MRCBF offer from France included giving a training squadron on lease right now itself for SBTF.​

Apparently lot of scope here if we make a decision soon

looks like the french are upping the stakes for a deeper Indo-French co-operation. is this mostly for the money? or is there some grouping of France against China?cos ultimately, the rafale will be used mostly against China and Pak.
I would say it's pure business. They are just making sure IAF is Intrested in plane and are aware of all good qualities of the system. They know their only hope of more orders is a strong push from IAF. They know who will bat for them so trying to keep intrest alive.

The cost of infrastructure is included in the deal. It is French duty to build it properly and hence they will be flying their rafales to check and test it.

It is not free but a way of being sure. France can't afford to botch up and then receive complaints from India. I don't really see any deep relation here. France is not an ally of India unless they give us ToT. These people are good in making gestures. But, real relation is shown by action, not words and gestures. ToT is that action. France didn't give ToT for Rafale or even for Scorpene submarine.

Israel is a real ally as it needs as many friends as possible and has helped time and again when India needed in a very quick and timely manner, even providing weapons on credit. The same has not been seen by French.

What is the status of re-engineering RAFALEs to have detachable wingtip and make them fit in the elevators/lifts of the Indian IAC-1?

If you have no timely action then all the chunks of metal toys would be waste.

Problem is the next alternative is not providing ToT , even to its retiring legacy fighter.
 
I've often been an advocate of the theory that stupidity should invite capital punishment . Think of it this way , there'd be no Hitler but then our independence would be delayed and in all likelihood would have been a bloody affair too. What're your views on this subject ?

A quick aside: DNI had positively identified this august personage in 1972 by introducing datum known only to him due to his actual job-description, which was fed back to the naval attache positioned in a western country known to have almost complete data sharing with American intelligence. Join the dots.

Timely action depends on time. Now is not the time. Until oil runs out or severely depleted, it won't be the time

I was commenting about "deep relation" between Franc and India. Without ToT, I won't consider it any more than trade/business.

Though Welcome news.

Still Isn't this some how expected? i.e the European manufacture trying to please/accommodate the buyer? . The same was done for the Jaguars where the First 18 frames of the RAF were on loan to the IAF for the same first - hand training.

Or another example - The deviation of French Air Force Frames to Egypt Air Force to fulfill that order.

Oh! So then for the sake singularity of spares, lets just buy one single type of fighter jets from now on. I mean, logistics do win wars don't they?

Either your so called 'Senior Pilot' is an incompetent fool or you're just taking his comments out of context to support your narrative. They fact that the A-330s were highlighted during an Air Mobility presentation with the Indian Army points to the fact that both IAF and IA consider them as excellent troop transports.
With the same platform capable of being converted into a tanker, transport and AWACS its only prudent to look at that option. Meanwhile specialized transports like C-17s, C-130s and Il-76s are configured for cargo, with the capability to transport troops as well. But using them just for mobilizing troop is a waste of resources hence other options are being looked at.


To your question as to why the Il-76 upgrades are being looked at, the answer is plain simple. The airframes have a lot of life left, and the aircraft is going for its next life extension program. Also, due to the fact that IAF did not get their required number of Heavy lift Strategic transports because of the red-tape marred bureaucracy in our country.

Somehow I missed the notification for this post.

Operational Air Mobilisation Plan (OAMP) is a constituent of the OLN or Operation Logistic Note, which is a compendium of the actual deployment logistics 'Bible' of any formation of Indian Army (and elsewhere) moving in for hot war.

The reason for A-330 was due to the requirement of mass mobilisation of troops from depth, and that will primarily be the strike corps, for undertaking offensive operations with minimal surge time.

At present, the operational requirements of air lift, are primarily being addressed by a combination of IL-76, C-17s, C-130s, An-32s and A-320s (am using them as a reference as they are primary air transport aircraft in the aviation industry in India, followed by Boeing 737-200) of the civil sector.

A-330 was meeting requirements of air induction of the forward elements of the Headquarters of the formations of the strike corps, from their peace locations, in order to enable the logistics to be well enroute by the time the troops were to begin de-training at designated spots.


C-17s were neither required at the time, nor were favored by the IAF. There is no requirement of C-17s for air transport of tanks if you want to get that angle in.

I am still very sure that the officer knew more of the situation than you.
