It means that better tiered cordons are being laid when needed. And since the comms are closed, people are not congregating to disrupt the operations.
Army usually releases small statements on operations. No such releases from Army too ?

What happened in 1965 and 1971? When you move forward in an allout war, the arty of the enemy is taken care of. If you stay put for long in one position, you will need hardened bunkers. But if you keep moving and remain nicely dispersed, the chances are that arty wont effect you much. This is what I was taught in IN but the specialist here on this is @Falcon.
I think sir he is referring to the situation in which we acquire some key heights in POK and maintain our presence there. He is not referring to an all out war.
