Only areas protected by Central Govt are largely safe, like the airport, nuclear installations, dams and so on. Everything else is very likely free game when up against an AK-47.

Soft targets will exist, even in a security state like Pakistan soft targets are there. That's why there is a concept of deterrence, for emergency situations there are alternate arrangements but don't except them to prevent it instantly, as one poster rightly said even US can't stop it with its full might. Dude B'lore police don't even know how to hold a gun... Fcuking pathetic.It's lot more than a college and extremely important from India's security prospective. Let's say some of India's best technical minds certainly deserve better security than lathi wielding guards when many stupid politicians are given Z plus security.
I agree soft targets will exist, but there is always scope for improvement. Unfortunately our security apparatus is never utilized in an optimized fashion and heavily tilted towards securing politicians and VIPs.
