For that you need ppl who are really bad *censored*, not whiny bunch who run away at the first gunshot. Problem is if you cant stay put and fight no amount of help will be useful. Again arming civilians will lead to more violence , which might end up becoming uncontrollable , kashmir will become another afghanistan.

You only need to arm the hindus. The kashmir musals have been pampered a lot, they need to be shown their place.
No law can be passed that will permit gun ownership based on religion. But ex-servicemen is another thing plus they have experience of combat.
Mullahs can displace native Hindus, all to be replaced by army and armed ex-military. Settle a million if feasible. The most difficult part of Kashmir problem is our non serious attitude or probably overconfidence to no longer see terrorists + paxtan as a threat.
problem is that govt wants to keep milking the issue for its electoral gains instead of completely wiping out the scourge. Govt takes piecemeal steps every now and then , instead of focusing on long term soln. Worse is ambivalent attitude towards terrorist supporters like abdullahs & muftis, which gives the impression all the actions are just drama for votes and they can continue their old ways .
Well we do know that some of the Type 56/81 series manufactured in China , used by piggies are used by security forces now.
Then their are arms assembled locally in Pakistan. Those along with the explosives are often considered dangerous and disposed off from time to time, once the weapon is no longer needed for any police/judicial enquiry.
We don't use DshK in large enough numbers. But arms like those are used to impart training to soldiers.
Because we do use the ammo and in case of war, we can come across arms of enemy which might be useful for us.

Very interesting discussion on those turbulent years which may well be defined by future generations as the turning point in the history of Kashmir between 2019-22 where Lt Gen "Tiny " Dhillon took over command of Chinar Corps just 4 days before the Pulwama suicide attack to the meticulous preparations which were undertaken to avoid upheavals in the valley following the scrapping of Article 370.
Sometimes we just gloss over these details , which had the establishment got it wrong would've resulted in a bloodbath , international opprobrium , upsurge in terrorism besides providing Paxtan with a boost to encourage this mayhem in Kashmir , internationalise the issue thus furthering their agenda.
Good insights as well on the evil perpetrated by Paxtanis by meticulous design where they eliminated the Kashmiri Pandits who were mostly in the education sector , burnt down schools especially in rural areas leaving kids with no option but to attend the local Madrassahs where they were radicalised .
Alternatively , kids used to be promoted to the next grade since no examinations were possible as most of the times the schools were shut & classes couldn't be held in account of frequent bandhs & terrorist activities thus handicapping the students who couldn't sit national competitive exams & if they did couldn't pass them thus creating a vicious cycle of no education , no jobs , no alternative except taking up arms .
Ironically the very same template is what they've been following at home which is now bearing them rich results in Paxtan.
Additionally , the good general provides us with insights into the why & how the terror industry flourished for as long as it did because there were vested interests who profited immensely from it from all classes of society right upto the local bureaucracy the state police the politicians to the separatists , etc .
