Because they can't differentiate between IAF and a US commercial flier. That's what he means I think.

Unlikely, commercial flights entering Pak take 2 or 3 notified corridors. The one from Delhi crosses over Pak Punjab into Afghanistan. Another one is covered by Civilian Radar from Karachi. There is a third one for China and Central Asia but its not used by any western carrier. Could be an intel input.
Maybe he is just replying to Indian statement to satisfy Pakistani audience.

Also, US mentioned terrorists firing MANPADS in its 2018 and 2019 NOTAMs.. So, I guess its renewal of old NOTAM about Pakistan

Commercial airliners cruise at 31-35000 ft (Experts please confirm). Manpads have a best shot during takeoff or landing. Which definitely means an intel input.
Arilines cruise between 30,000 to 38,000. Some jumbo jets on long routes go as high as 40,000+ but its very rare and only happens if transiting high air traffic lanes.
