The Russians claim to have upgraded and produced 1500 tanks and 2500 armored vehicles this year.

Russia’s Ground Forces have received over 1,500 new and upgraded tanks in 2023, Defense Minister Sergey Shoigu said.

"A total of 1,530 new and upgraded tanks were provided to the Ground Forces, as well as 2,518 infantry fighting vehicles and armored personnel carriers," he specified at an expanded board meeting of the Russian Defense Ministry.

Shoigu pointed out that the Borei A-class nuclear submarine Imperator Aleksandr III, armed with Bulava missiles, had entered service in the Russian Navy.

According to the defense chief, Russia’s Aerospace Forces have received 237 planes and helicopters, 86 units of anti-aircraft weapons and 67 radar stations since the beginning of the year. New training and combat aircraft have permitted increasing the flight time of cadets by 20%, Shoigu added. In addition, the defense minister said that the process of providing four Tu-160M strategic bombers to the strategic nuclear forces was nearly complete.


It's unclear how many of those are T-90Ms though. Of course, it's still unverified.

I don't think it was a Patriot but the SAMP/T that shot down the SU-30. The second Patriot battery has been on the prowl the south of Ukraine in the Kherson area. How ironic SU-30 got taken out "trying" to do SEAD mission. :unsure:

Wow 5 of the latest Russian flankers in one weekend. Soon Patriot and SAMP/T will have OTH capability with their F-16's.

Again, the data you're giving is for Jan-Sept 2023. The data I've cited is for Jan-Nov 2023.

From Jan-Sept 2023, revenues were RUB 19.734 trillion, and expenditure was RUB 21.432 trillion, giving a deficit of RUB 1.7 trillion.

From Jan-Nov 2023, revenues were RUB 25.962 trillion, and expenditure was RUB 26.841 trillion, giving a deficit of RUB 0.878 trillion.

Hence, the deficit was halved between September and November, owing to increasing revenues over the same period. Using the same conversion rate, the deficit would come to approx. US$8-9 billion. That's quite small, as a % of GDP.
RUB 25.962tr works out to ~$280bn, with the projected expenditures you quoted being RUB 35-36tr or $380-390bn. At a GDP around $2tr, that works out to ~5% deficit.

The revenue projection for 2024 is RUB 35.065tr, out of which oil and gas revenue is RUB 11.5tr and non-oil and gas revenue is RUB RUB 23.561tr. That results in a projected deficit of RUB 1.595tr, which is approx. 0.9% of the projected GDP of RUB 179.956tr.
 
Ukrainian troops attacked the port in Feodosia with cruise missiles on the night of December 26, the head of Crimea Sergei Aksenov made a corresponding statement. It is not reported what object was attacked, but a powerful explosion occurred on the port territory; perhaps a military warehouse was attacked. According to the governor, the area of the city port has been cordoned off due to the incident. According to him, at this moment the detonation, it is not specified what exactly, has been stopped, and the fire that arose as a result of the attack has been localized. The $390bn expenditure is NOT FOR 2023. The estimated expenditure for (Jan-Nov) 2023 is RUB 26.841tr (approx. $290bn). That leaves Russia with anything between a deficit in the <1% of GDP range, or a surplus.

Well, the point about the fighter jet losses notwithstanding, it's fair to be skeptical of the growth projections.
But,
given the revenue breakup in my previous replies, Russian officials expect to rely increasingly on non-oil and gas revenues. The budget assumes a growth of approx. 19% in non-oil and gas revenues. Which, when compared to the 25.6% increase between 2022 and 2023, isn't that outlandish. And in case, you're curious, it was driven by an increase in VAT (+22.8%) and income taxes (+12.2%).

The budget also assumes oil and gas revenues to return to levels similar to 2022 (RUB 10.655tr in 2022 vs RUB 11.5tr in 2024). These combined result in a roughly 27% increase in revenue.

Oil and gas revenues fell by over 22% in 2023; this could also cause a base effect on revenue growth.
