It is not an invasion of Russia nor a war but a small Ukrainian special operation... 
It appears more like s unit of saboteurs.
People are saying it will split men and resources across a new front before the Ukr offensive, but it's possible the Russians will just answer with a greater influx of troops from other peacetime locations, without it affecting the war effort in Ukraine. It could make the Kharkiv region more dangerous instead.
So these are actually Russians invading Russia?

Apparently things are not going too well in Belgorod. The Governor of Belgorod is in the process of declaring Martial Law and conscription.

It just seems like saboteurs who found a gap in Russian defences. Basically SF operating behind enemy lines, and making a show of it.
The Armed Forces of Ukraine attacked the building of the FSB in the Belgorod region. IEDs dropped from a drone onto the roof. Also, the drone could attack the ATC building located nearby. Initially, there were no casualties.
The nearby streets of Knyaz Trubetskoy, Preobrazhenskaya, Nikolai Chumichov and Glory Avenue in the center of Belgorod were closed.
