The first one looks most practical and most likely scenario. But a lot depends on outcome of 2019 election.IMHO, these are the only 5 possibilities I can think of.
1. Sign up for 36 more F3R by 2020 and then a new GTG for 120+ F4 after 2022.
2. Sign up for 36 more F3R by 2020 and go for a competitive tender for F4 after 2022.
3. Sign up for 120+ Rafale F3R by 2020.
4. Sign up for 120+ Rafale F4 after 2022.
5. Competitive tender for F4 after 2022.

I wrote a few weeks back, Rafale is decided as future MII. Its done and Dusted. I am not here to compete with them while my design can completely out do them in every department except electronics. MSA SE remains the most formidable design for the world market as it offers stealth at much lower cost. Ukraine has lots of experience with composites and a very vibrant aero industry which has gone bankrupt. Khahrkiv Univ has a wind tunnel which allows me to test my design above Mach-2. Watch out for Prez Macron meeting on saturday. He is aggressively pushing for XXX (triple figure) Rafales under MII in DRAL and also with an assurance of Export orders (X customers with Safransied Kaveri powering Rafales - you know them and you know the stable thrusts which is above what the rich customer wanted few years back).
I request - keep an option for the Saf Kaveri present & heavier version feasibility as well in your plan. You will hit jackpot for sure with that option with the government and specifications looking better and better.
Tender will cause delay and that will increase the price. A 3 years delay means at least 15% increase. So from price point of view, a tender always does not ensure the best deal.The first option will also be the most expensive.

A very senior officer from IN about to retire from IN on 31st March and also a very reputed test pilot, will get the offer document from my company to join my organisation. He is willing to pick up the offer.
A F3R can be overhauled to F4.2, so no need to wait.But an agreement now on Rafale f4 could help to integrate Indian Scientists In different PEA like DEDIRA for example.
Even ONERA wind tunnel can't handle a 1:1 model. The test area or Kharkiv and Modane wind tunnels is nearly same. But the cost difference is really huge. I even looked at Calspan wind tunnel in USA.All these facilities have big test area but calspan is restricted to just Mach 1.3 while Kharkiv and Modane are good even for hypersonic testing.For 1

Where will you get the money for the testing? I'm sure it will cost a lot. Is the government supporting you with the test or the other sponsors?
