Nnoppe- the UPA did not sign the deal because they knew in 2012 itself they were going to lose the next elections. So they took the negotiations to an advanced level and left it for the next government to close things. UPA had minimum 51% by value in offsets for ALL deals. Modi went against that.
The point is, that the government in it's own explanation of the process, doesn't mention a request made by IAF, or that they considered options given by IAF.
The whole "emergency" claim, is explained only by the arms deals of our enemies. We still don't know who came up with the cut down numbers, who was part of the decision making process, or when the decision was made as well.

Secondly, if you read the documents the government provided now, you will see that they refer to MMRCA evaluation as the Base for their process. That alone would require to consider the EF for a G2G deal as well, since the evaluation found it to be technically qualified too.
And no you don't need to negotiate with 4 countries, since any EF export proposal is lead by a single company and country. In Indias case sadly Airbus and Germany.
